The series attempts to be a postmodern retelling of Rasputin's influence in Czar Nicholas II's court, with Winslet playing Chancellor Elena Vernham, an autocratic leader of an unnamed Central European country. Vernham's character suffers from poor writing and stereotypical portrayal. Initially presented as a powerful dictator, she quickly devolves into a caricature of female leadership stereotypes - emotional, irrational, and easily manipulated. Her obsession with toxic air and mold leads her to employ a brutal corporal as her personal moisture reader, setting off a chain of increasingly implausible events.

Vernham's objectives shift dramatically between episodes, from wanting an isolationist autocracy to seeking NATO membership, while simultaneously appearing to align with Chinese interests. The narrative attempts to juggle multiple themes - including U.S. imperialism, self-determinism, and political corruption - but fails to develop any of them meaningfully.
